Tom Burns

Tom Burns joined Quandel Consultants in 2025 after more than 16 years in public service at the Ohio Rail Development Commission. While in public service, Tom oversaw $6 million annually in state grant funding. With local, state, and regional partners, he utilized those funds to leverage public-private partnerships that helped create over $4 billion in total private investment in Ohio, including investments by several Fortune 500 companies. As Quandel’s head of Grant Management, Tom brings extensive experience leading multi-party, public-private rail projects and managing federally and state-funded programs from planning through construction and closeout. Based in Ohio, Tom received both his Bachelor of Science and Juris Doctor degrees from The Ohio State University.
