The purpose of a Tier 1 Environmental Impact Statement (Tier 1 EIS) is to identify a preferred high-speed passenger rail alternative from a range of alternatives within a corridor following National Environmental Policy Act (NEPA) regulations. The evaluation of passenger rail alternatives and a no-build alternative is based on:
• Conceptual engineering
• Track concepts
• Capital cost estimate
• Station location analysis
A Final Tier 1 EIS document is produced for review and approval by Federal Railroad Administration (FRA). Throughout the process Quandel Consultants holds a series of public involvement meetings, public hearings, and various other public involvement activities as identified in the project Public Involvement Plan.
