About Us: Principals Noble C. “Bud” Quandel
Bud Quandel is Chairman of Quandel Consultants, LLC and is also Chairman and Chief Executive of Quandel Enterprises, Inc since 1976. Under his leadership, Quandel has grown to operate within a geographical area that encompasses the Mid Atlantic region, New York, Kentucky, Ohio, and the Midwest region. Quandel is currently involved in the program management or construction of 90 building projects worth more than $1 Billion.
He is a graduate of Bloomsburg University and the Buckley School of Public Speaking. He serves on the Board of Directors of the Northeastern Pennsylvania Business Alliance, Phoenix Bank Corporation, and the Luzerne/Schuylkill Workforce Investment Board. He is the recipient of the 2002 Torch of Liberty Award from the Anti-Defamation League of the B’nai B’rith.
He is past president of the Keystone Contractors Association and past chairman of the Schuylkill Economic Development Corporation. He has lectured at the Pennsylvania State University Architectural & Engineering Department and Bucknell University’s Department of Civil Engineering.

Charles H. Quandel is a Managing Member of Quandel Consultants, LLC. Charlie has more than 30 years of experience as a professional engineer with the last 20 years dedicated to the development of high speed/intercity ground transportation systems, both steel-wheel/steel-rail and magnetic levitation, and transit systems in the Midwest. He has served as the project manager or project engineer on more than twenty high speed ground transportation programs including the Midwest Regional Rail Initiative, Florida High Speed Rail, Ohio Hub, Rocky Mountain (Colorado) High Speed Rail, and Twin Cities to Duluth Intercity Rail. He has served as project manager or project engineer on transit projects in Illinois, Wisconsin, and Michigan. He has also served as a consultant to AMTRAK and Lockheed Martin on special rail projects. He has served as Chairperson of the High Speed Ground Transportation Association and is involved in passenger rail issues with Transportation Research Board, American Public Transportation Association, and American Road & Transportation Builders Association. He is a licensed professional engineer in Pennsylvania, Illinois, Wisconsin, Michigan, Ohio, New York, Maryland, Florida, Kentucky, Delaware, Colorado, Arizona, and Maine. He is a 1969 graduate of the United States Naval Academy and holds a Master of Science Degree in Civil Engineering from Lehigh University.
W. Robert "Bob" Moore
Bob Moore is a Member and Chief Engineer/ Rail and Transit for Quandel Consultants, LLC. Bob is licensed as a professional engineer in the State of Illinois. He has more than 30 years experience in the planning and engineering of passenger railroad transportation systems; and commuter rail, light rail, and heavy rail mass transit systems. He has served as project manager or lead project engineer on dozens of passenger rail transportation engineering and planning projects, including Transport 2020 for the City of Madison, Wisconsin, Kenosha-Racine- Milwaukee corridor, Hiawatha Light Rail Transit system in Minneapolis-St. Paul, Chicago Central Area Circulation and the Ann Arbor-Detroit Region Rail System.
He has written several technical articles including “The Influence of Policy and Operating Decisions on Systems Elements of the Chicago Circular”; “Corridor Design Issues for the Florida High Speed Rail”; and “Lidar Data Acquisition and Mapping for Chicago CREATE Program”. He served as chairman of the IEEE Land Transportation Division and is an active member of AREMA Committee in High Speed Rail Systems. He is a 1974 graduate of Princeton University with a B.S. in Civil Engineering and received his MBA from the University of Pittsburgh in 1984.
