After more than 30 years working at all levels of the consulting engineering and construction industries, Noble “Bud” Quandel, Chairman and Chief Executive Officer of Quandel Enterprises, Inc., and Charles H. Quandel, P.E. formed the firm of Quandel Consultants, LLC to provide planning and engineering services to advance high speed and commuter rail projects from the “embryonic” phase into design and construction. The senior management of this firm sincerely believes that the success of any engineering and construction project is inextricably linked to the emphasis placed by the Owner on the “early” project development phase, which precedes contracting with a design or design-build firm.
